Biometric passport
Official 7-step procedure, from the tax number to passport collection.

Obtaining the NIF
Submit your application on the DGI e-NIF platform. The NIF is required before the passport pre-registration.

1. Birth attestation
The documents to be submitted are as follows:
- a copy of the first three pages of the passport;
- a copy (front and back) of the identity or residence document issued by the host country, which must be valid;
- recent proof of address (less than three months old): electricity, gas, water or landline telephone bill; if you are staying with someone, provide an accommodation certificate, a copy of the host’s identity document and proof of address of the host (less than 3 months old);
- a copy of the birth certificate (the previous one in case of an update).

2. Passport waiting attestation
The documents to be submitted are as follows:
- a copy (front and back) of the identity or residence document issued by the host country, which must be valid;
- a copy of the application (form) together with proof of payment;
- two passport photos.

3. Attestation of lost document
The documents to be submitted are as follows:
- a copy (front and back) of the identity or residence document issued by the host country, which must be valid;
- a copy of the declaration of loss or theft made to the police or the municipal administration;
- a declarative list of the lost items, endorsed or confirmed by the police or the municipal administration;
- a copy of the old passport;
- two passport photos;
- a copy of the birth attestation, the birth certificate or the extract of the birth certificate (accompanied by a supplementary judgment, jugement supplétif, where applicable);
- proof of address less than three months old.

4. Certificate of good conduct
The documents to be submitted are as follows:
- a copy (front and back) of the identity or residence document issued by the host country, which must be valid;
- proof of entry into Belgium (Europe);
- proof of address less than three months old.

5. Certificate of single status, non-marriage or non-remarriage
The documents to be submitted are as follows:
- a Congolese identity document (passport, consular card or Congolese national identity card), which must be valid (original and copy);
- a copy of the residence document issued by the host country, which must be valid;
- proof of address less than three months old;
- a copy of the applicant’s birth certificate;
- a sworn statement by a family member or close relation, signed and legalised at the Consulate General, together with a copy of his or her identity or residence document (valid).

6. Nationality attestation
The documents to be submitted are as follows:
- a copy of a Congolese identity document (passport, consular card or Congolese national identity card), which must be valid;
- a copy of the residence document issued by the host country, which must be valid;
- proof of address less than three months old;
- a copy of the birth certificate (accompanied by a supplementary judgment, jugement supplétif, and the certificate of non-appeal, certificat de non appel, where applicable).

7. Authentication attestation
The documents to be submitted are as follows:
- a copy (front and back) of the identity or residence document issued by the host country, which must be valid;
- a copy of the old document (front and back); for the passport: the first two (2) pages;
- a copy of the new document (front and back); for the passport: the first two pages.

8. Individuality attestation (one and the same person)
The documents to be submitted are as follows:
- the two Congolese documents showing the discrepancy; if the second Congolese document is missing, an identity document issued by the Belgian administration is required;
- two passport photos;
- a copy of the birth attestation, the birth certificate or the extract of the birth certificate (accompanied by a supplementary judgment, jugement supplétif, where applicable);
- proof of address less than three months old.

9. Indigence attestation
The documents to be provided are:
- a copy of the Congolese passport;
- a copy of the residence document issued by the host country or proof of address less than three months old;
- a sworn statement proving that you are supported by someone else, legalised by the municipality of the declarant (if the applicant depends on a parent or a close relation).

10. Attestation of impossibility
The documents to be submitted are as follows:
- a copy of a valid passport;
- a copy of the identity or residence document issued by the host country;
- proof of address less than 3 months old.

11. Family composition or household attestation
The documents to be submitted are as follows:
- a copy of the applicant’s passport;
- a copy of the identity or residence document issued by the host country or proof of address less than three months old;
- copies of the children’s birth certificates;
- proof of parental authority, an adoption judgment or a guardianship judgment;
- a copy of the marriage certificate or a monogamy attestation.

12. Monogamous marriage attestation
The documents to be submitted are as follows:
- a copy of the applicant’s passport;
- a copy of the residence document issued by the host country or proof of address/residence less than three months old;
- a notarised written statement by two witnesses registered with the Consulate General, with their registration card or their passport or their Congolese national identity card.

13. Domicile or residence attestation
The documents to be submitted are as follows:
- a copy of the applicant’s passport;
- a copy of the residence document issued by the host country or proof of address/residence less than three months old.

14. Repatriation attestation
The documents to be submitted are as follows:
- a copy of the applicant’s passport;
- a copy of the residence document issued by the host country or proof of address/residence less than three months old;
- a copy of the extract of the death certificate;
- a copy of the medical certificate of non-contagion;
- a copy of the embalming certificate;
- a copy of the transport and burial authorisation;
- the letter from the Ministry of Public Health;
- a mortuary laissez-passer (Ministry of Public Health).

15. Widowhood attestation
The documents to be submitted are as follows:
- a copy (front and back) of the identity (or residence) document issued by the host country;
- the marriage booklet, the attestation of customary monogamous marriage or the extract of the marriage certificate;
- a copy of the spouse’s death certificate.

16. Diploma equivalence attestation
The documents to be submitted are as follows:
- a copy of the birth certificate or the extract of the birth certificate (accompanied by a supplementary judgment, jugement supplétif, where applicable);
- a copy of the first three pages of the passport, the residence permit or the receipt;
- a photocopy of the diploma and of the transcripts/grade reports (if necessary), notarised and authenticated;
- proof of address less than three months old (electricity, gas, water or landline telephone bill, etc.);
- an authentication of the school or academic qualifications;
- an admissibility attestation.
For civil servants:
- a mission order and/or an appointment decree/posting commission;
- a certificate of enrolment at a Belgian university or university college.

17. Customary law attestation (attestation de coutume)
There are several kinds:
a. Customary law attestation relating to the attribution of a name
The documents to be submitted are as follows:
- a copy of the passport or residence permit of the parents;
- a birth declaration from the hospital;
- proof of address less than three months old (electricity, gas, water or landline telephone bill, etc.).
For an unborn child, the documents to be submitted are as follows:
- a copy of the passport or residence permit of the parents;
- proof of address less than three months old (electricity, gas, water or landline telephone bill, etc.);
- medical proof of the mother’s pregnancy;
- the letter from the administrative authority that requested this document, where applicable;
- proof of the parents’ mutual agreement on the intended name.

b. Customary law attestation relating to the recognition of paternity
The documents to be provided are:
- a copy (front and back) of the identity (or residence) document issued by the host country;
- a birth declaration from the hospital;
- proof of address less than three months old (electricity, gas, water or landline telephone bill, etc.).

c. Customary law attestation relating to marriage
The documents to be submitted are as follows:
- a copy (front and back) of the identity (or residence) document issued by the host country;
- proof of address less than three months old (electricity, gas, water or landline telephone bill, etc.).

18. Attestation of family relationship or filiation
The documents to be submitted are as follows:
- a copy of the first three pages of the passport or residence permit of the parents and of the child;
- a copy of the child’s birth certificate;
- a copy of the applicant’s identity document issued by the host country;
- proof of address less than three months old (electricity, gas, water or landline telephone bill, etc.).

19. Attestation of marital capacity
The documents to be submitted are as follows:
- a copy (front and back) of the identity (or residence) document issued by the host country;
- proof of address less than three months old (electricity, water or landline telephone bill, etc.).

20. Certified true copy attestation
The documents to be submitted are as follows:
- a copy (front and back) of the identity (or residence) document issued by the host country or a copy of the passport;
- the original document to be certified as a true copy;
- a copy of the document to be certified as a true copy.

21. Passport substitute (tenant-lieu de passeport)
The documents to be submitted are as follows:
- two (2) identical photographs on a white background;
- a copy of the old Congolese passport;
- a copy of the residence permit issued by the host country;
- a plane ticket (or a flight reservation) for the Democratic Republic of the Congo.
Important: if one of these two documents (the old Congolese passport or the residence document) is missing at the appointment, obtaining the passport substitute will require an interview and an identification of the applicant by the competent department. Other documents may be requested to facilitate identification.
Fee: €150. However, this fee is reduced to €25 if the applicant holds a passport waiting attestation issued by the Consulate General of the Democratic Republic of the Congo in Antwerp.
22. Consular card
The documents to be provided are:
- a birth certificate or an extract of a birth certificate;
- a residence document issued by the host country;
- proof of address less than three months old.
Fee: €50
Legalisation
The documents to be provided are:
- a copy (front and back) of the identity (or residence) document issued by the host country or a copy of the passport;
- proof of address less than three months old (electricity, gas, water or landline telephone bill, etc.);
- the document to be legalised.
Fee: €25 per page for Congolese nationals and €150 per page for other nationalities.
Marriage
The documents to be provided are:
- a copy (front and back) of the identity (or residence) document issued by the host country or a copy of the passport;
- proof of address less than three months old (electricity, gas, water or landline telephone bill, etc.);
- the identification form of the future spouses, duly completed and signed;
- a certificate of single status for each of them;
- a birth certificate for each of them (accompanied by the supplementary judgment for the birth certificate, jugement supplétif, and the certificate of non-appeal, certificat de non appel);
- proof of payment of the dowry stating its amount.
Fee: €500
N.B.:
- Requests for consular documents are processed on the same day. This time may, however, be extended if the file so requires. Visa applications from foreign nationals of Congolese origin, as well as from their spouses, are also processed on the same day. For other applicants, the time may be up to 10 working days. The processing time for an ordinary passport application, whether a first application or a renewal, is 3 to 4 weeks.
- Consular documents are paid for either by bank card or in cash. However, we encourage applicants to prefer payment by bank card.
- No appointment is needed for your procedures, except for the collection of biometric data when applying for an ordinary passport, whether a first application or a renewal.

Student rate. All administrative procedures carried out by duly enrolled Congolese students are free of charge, with the exception of those relating to obtaining the ordinary Congolese passport. The students concerned must provide a certificate of enrolment for the current year.
